Holley by the Sea is a community of more than 6,000 residents located near Navarre, Florida, midway between Pensacola and Fort Walton Beach at the west end of the Florida panhandle. The Holley by the Sea Improvement Association Inc. oversees protective covenants in the community and provides a range of recreational and social activities for its members.

Distinct communities within Holley by the Sea include Hidden Creek and Hidden Creek Estates, near The Club at Hidden Creek, a well-regarded semi-private golf course with a private membership club and an upscale public restaurant.

A private beach on Santa Rosa Sound, part of the Intracoastal Waterway, provides access to boating and fishing, and another access on East Bay allows access to many inland waterways.
